Biography
J Peiser Wainwright is a niche firm of Chartered Surveyors specialising in property investment, development and management. Based in the City of London, the practice has advised on many major projects throughout the capital.
Founded by Simon Wainwright and John Peiser (formerly of Fuller Peiser), the firm was established in 1993, immediately following the end of the 1980s development boom. Wainwright started his professional career in the City of London in 1978 and acted for many of the leading developers in the 1980s. A former colleague of Tom Wilson and Stephen Vernon (now Green Property) he cut his teeth at St Quintin (now CBRE). Acting on behalf of the Financial Times, Wainwright sold a 1-acre site at Bracken House to Japanese company Obayashi for £143m in 1989 and relocated the newspapers editorial offices to Number One Southwark Bridge.
J Peiser Wainwrights client list includes some of the UKs leading developers, including Canary Wharf Group, Land Securities and St George.
The company specialises in development site assembly and financial appraisal. It takes a long time to put a new development scheme together in the UK says Wainwright, who has just spent the last 10 years buying up all the interests at Heron Quays West for Canary Wharf. The Richard Rogers designed scheme received planning consent in 2007 and the last two interests in the site were acquired in 2010 following the issue of a Compulsory Purchase Order by the London Borough of Tower Hamlets. J Peiser Wainwright acted as private treaty negotiator for the Local Authority in respect of the final part of the site assembly.
'We work closely with the lawyers and design team to help to optimise the value of new projects' says Wainwright. The practice has undertaken this role on behalf of Land Securities at Victoria, in connection with the VTI2 project. Vacant possession strategy is an important consideration and we get involved in landlord and tenant negotiations to achieve a common possession date. There is a greater willingness to use Compulsory Purchase powers in the UK to achieve planning objectives and urban regeneration and J Peiser Wainwright frequently fulfils the role of private treaty negotiator, acting on behalf of the acquiring authority on major projects.
Development doesnt get more complicated than in Central London and the practice is also involved in the resolution of the more complicated matters such as rights of light, party walls and service diversions as was the case at Cannon Place, London EC4 which is currently under construction. With the assistance of J Peiser Wainwright, Hines managed to secure the required development rights in order to start the development of Cannon Place say Mark Swetman, Project Director at Hines.
J Peiser Wainwright manages both occupied and unoccupied property prior to development and provides a range of other services such as marketing reports for planning purposes which are increasingly a planning requirement in order to fulfil sustainability tests, prior to planning permission being granted. |

Heron Quays West
Canary Wharf Group PLC, instructed J Peiser Wainwright to provide advice on the acquisition and site assembly of property at Heron Quays, London E14 in 2001. Following the initial acquisition of the freehold interest from Carillion in 2002, J Peiser Wainwright negotiated terms to acquire the majority of the long leasehold interests in the Heron Quays West site in a series of off-market transactions. The low density office/industrial units at Heron Quays dated from the early 1980s when the Docklands Enterprise Zone was first established which pre-dated the construction of the Canary Wharf estate; the site forms a natural extension to the Canary Wharf estate and the office buildings in Bank Street, E14.
Lord Rogers of Rogers Stirk Harbour & Partners designed the 200,000 sq m (2,150,000 sq ft) office scheme that obtained planning consent in 2008. Following the grant of planning permission London Borough of Tower Hamlets resolved to grant a Compulsory Purchase Order to facilitate the completion of the site assembly and appointed J Peiser Wainwright to act on its behalf as the private treaty negotiator.
