Reapplication For 1 Park Place Mid-Rise

Perhaps not boding well for the plans for a new skyscraper at 1 Park Place next to Canary Wharf is the small fact that a planning application has been filed to try and renew the previous proposal for the site, a mid-rise 12-storey building.

The design from Squire and Partners was originally worked up for developer, Grattan Property Company, but is now being developed by Canary Wharf Investments. As before it features 25,643 square metres of office space, and is effectively the same building re-proposed although some planning rules relating to the sustainability of the project have changed, along with the transport requirements.

With this in mind, the project simply cannot be approved in the previous form with additional detail now needed for the planning application to make sure it fits the latest principles for renewable energy. The first thing that the scheme needs to overcome is the need to comply with the 2010 Building Regulations, and the London Plan climate-change strategy. This is likely to be done in the form plans for the proposed solar panels on the roof and particulars on how the scheme can be slotted into any district-heating network.

Since the project was last approved the Mayor of London's office has been eagerly extracting Crossrail levies from all manners of developers to help try and pay for the under construction network. It goes without saying, here the developer will need to make a suitable contribution.

Since 2007 new rules have also been introduced on providing car charging points, and these will also need to be integrated into the project if it is to win planning approval.

The attempted renewal of the shorter project perhaps goes to show that the developer is keeping its options open rather than having plumped for certain for the taller 197 metre skyscraper that is also approved on the site.
