Waterloo Set For More Towers

The much anticipated development framework for Waterloo Station has finally been unveiled almost four years after Ken Livingstone first hinted at towers around the rail terminal.

Already proposed for the area is a wall of Allies and Morrison penned buildings that will occupy the site of the Tower Building and Elizabeth House between the station and the Upstream Building, also known as the Shell Centre, that will create new public spaces to the north and east of the station as well as new office and residential accommodation.

This new plan however sees a second line of towers standing on the southern side of Waterloo Road "above and within Waterloo Station" whilst two towers, the Union Jack Club and 91 Waterloo Road already stand on the northern side. The new additions will be taller than the existing ones however they are unlikely to be much above the size of the Shell Centre.

There is also the option of exploiting the closure of the present Eurostar Terminal by building over it, and perhaps also incorporating it into this scheme, taking further advantage of the air-rights on offer.

Much attention will also be paid to the ground level around the area that is currently one of the worst places to greet travelers leaving a major railway station in London thanks to the domination of traffic, lack of public spaces and poor pedestrian permeability.

Amongst the potential improvements are a new public square around the London IMAX cinema, a bulbous building currently hemmed in by a traffic roundabout and only accessible via dank subways that could have a city square stretching all the way to it from the station.

Redevelopment of Waterloo is a long-term plan of Ken Livingstone that has been in the working for some time. More detailed models of just what we can expect are due to surface in 2008.
