Although containing a clock tower, the building was built as a Xanadu for the then Marquis of Bute, John Crichton-Stuart, and contains a bedroom, a servant's room plus Summer and Winter smoking rooms.
In the case of the summer smoking room, the ceiling is two storeys above the ground with windows visible from the mezzanine level that give impressive views towards Cardiff Docks which were owned by the Marquis, and the source of much of the buildings financing.
The design itself is a remodelling of the unsuccessful entry by William Burges for Cardiff's law courts.
