Plans had originally surfaced to construct a new city hall for Newcastle during the 1930s, but construction was prevented by the outbreak of World War 2. It was only in 1956 with the end of rationing that such capital expenditure was again possible and a revised design was submitted that combined the landmark tower, but with a more modernist office and administration building.
